sail brand outboard motors

I purchased a number of outboard motors from a company offering sail, gull brand outboards, and inflatable boats, all from china, but for sale from the company in the usa and canada. I never recieved the my product nor did I receive a refund, infact all that I got was threats to stop harasing them (asking for my money back).
