Upon my research in the Ebay Community and Paypal, I took these notes that I hope will help other members as it has helped me (new ebayer).  Normally, being a new seller to the Ebay Market Place, I would never think to share my notes, that is until I happened on a few other Paypal stories on the Review/Guides Page.  The following list is for anyone who is interested...................................

SECURE PAYMENTS:
TRANSACTION DETAILS PAGE:  "Must be: Seller Protection Policy Eligible"
Log onto Paypal Account/History Subtab of "My Account Tab" & click "Details Link"
Seller accepts a "single p-ment" from "One Paypal Account Purchase"
Seller must not use a "surcharge" for Paypal buyer.
Seller must ship item(s) within 7 days of receiving payment
Proof of Delivery & Trackable On-Line
Seller MUST HAVE "PREMIERE OR BUSINESS ACCOUNT" WITH EBAY
Transaction MUST BE BETWEEN:
US/UK/CA Buyer & a "QUALIFIED" US/UK/CA Seller Only
PAYPAL "SEE APPROVED SHIPPERS".......
If Item is $250.00 or higher (Paypal requires approved shipper to acquire "signed receipt" upon delivery to Paypal "confirmed address."   (found on Transaction Details Page)
Definition of "Confirmed Buyer Address":   Where buyer receives credit card statements and also...........
Confirmed Paypal address outside of credit card address (found on Transactions page).
Do yourself a favor and read "all the fine print"
Check Seller "Feedback Profile" before purchase of item
To file a refund claim with seller:  Claims must be filed within 30 days (Paypal)
Contact sellers with questions & feedback, don't wait!
Also I found:  "Seller must send Paypal:  all requested information "in a chargeback case"  within 10 days.

I'm a bit of a researcher, and upon my referenced notes above, I have to say, "I am really glad I took the extra time to read "Paypal Terms & Conditions" along with their separate "Policy" to cover Seller/Buyer Protection Insurance.

Also I have found all the different Ebay members Review & Guides to be very, very, very informative and helpful.  I hope my information is just as helpful to other members, and my endeavors are supported by the fact that I have included my vote in the different reviews & guides I have enjoyed!
