The sellers who are complaining of the unfair feedback and dsr ratings are totally correct, there are people out there who are deliberately trying to ruin sellers, some are competitors some just plain old nuts but they have found out that Ebay itself has given them the tools to ruin any seller that they choose, for what ever reason, they may just be mad at ebay so they try to drive the sellers away and even get ebays help doing it.
You first have to understand that buyers are not required to be verified like sellers are, they can just sign up for several accounts using anyones name, address and phone and bingo they are in. Once the accounts are set up they can make small buys then leave good feedback then hit the seller with low DSR ratings lowering his search status or even worse getting him suspended. With the new rules the seller never even knows who nailed him or why but he could be ruined non the less.
Use care sellers, these trolls are out there and we are all targets to them. It would stand to reason that these people would usually have very low feedback, but not always, their motives vary, some are competitors trying to get rid of sellers who offer items for less and then some are just nuts having a good time ruining peoples lives.
Ebay has more law suits than a hound has fleas, there stock value is dropping like a rock and they have laid off thousands of lower staff. If I were a stockholders or on the board of directors I would start asking questions and looking at where these policies have gotten the company .
Damage control needs to be implemented soon but the trouble is that those in control would have to admit that they have problems but they will never do that and the cancer will destroy the site.
