Fraud from pay pal. I am writing this guide from a personal experience. Recently i had to report a claim due to an object not as described. Me, before i buy i check the seller/buyer protection eligibility but this is what it shows, If you buy an item using PayPal and either do not receive the item or receive an item that you believe is Significantly Not as Described by the seller, we encourage you to open a Dispute with the seller in our Resolution Center... I had recently bought an electronic component on E bay. When it came in, I inspected it for any  damages. The item had something wrong with it so I went ahead an opened up a dispute I had previously tried to arrange something with the seller. After 2 days and some research I let it go. I did not wanted to pay shipping back. Well i closed the dispute and this is what happened. When i closed the dispute and went back to my account it showed a negative balance for the transaction of this particular item. I e-mail pay pal customer service about this and i had no response. I sent a second e-mail the following day, and they sent me this,
I have forwarded this information to the relevant department for further review. You reported that this claim has been amicably resolved. As a result, this case has been closed.. This had nothing to do with what i had sent them, my account shows a failed
transaction for 000.00 triple digits but i have on my bank account a confirmation
number
where it shows pay pal did get the money

I am like what is going on so i sent them a second message, MY PAY PAL BALANCE IS STILL
ON
NEGATIVE AFTER I COMPLINED ABOUT ? DAYS AGO! I HAVE PROOF THAT PAY PAL
DID
GET THE MONEY WHY WOULD I HAVE TO PAY AGAIN
Guess what they came up with, We apologize for any frustration you are feeling.
Your account balance is currently negative due to a recent fraudulent
funds transaction that you received...

Here is the good part now,In the event that the sender's transaction is reversed for any reason,
and
you do not qualify for the Seller Protection Policy for that
transaction,
you must reimburse PayPal for the amount of the reversed transaction,
plus
any fees imposed on PayPal as a result of the reversal.Please add funds to your account and make your balance positive within
the
next seven days. If your account balance is still negative after seven
days, we will pursue all available collection options.
They are just trying to scam me, using this seller protection even when the seller and me the buyer are satisfied from this transaction.
Did they know what they where doing from the beginning? Read the e_mails they sent me. Use something else than pay pal
