If your outboard motor is not pumping water (for cooling "pee stream"),  check where the water stream should be coming out. Insert a length of coat hanger, and inspect for spider eggs or other foreign objects. If none are present, and it is still not pumping water (and you know the lower unit is functioning),  then you are probably dealing with a bad impellor pump. They are manufactured from hard rubber, and deteriorate after a few years of use. Most OE manufacturers consider them a wear item, and recommend their replacement yearly!
