Here is a typical dealership who is terrific at giving the runaround when it comes to faulty merchandise. I purchased something (over $625 item) from these clowns, only to run into severe problems down the road. (They damaged the item during the machining process, thus making them unuseable)
After calling them initially about the problem, I was referred from one idiot to another, with promises from each for a call back since the next guy up was never around. None ever did, and after waiting patiently for a week or so, calling back on my own I got the same runaround with the same idiots who pretended they never heard from me.
During the runaround, I found a machinist who was able to repair the damage, at a cost. I went ahead with the repairs while continuing to deal with these morons.
Finally having spoken to one manager, who promised me he would speak to Paul (the jag who owns the place) and work something out, never bothered calling me back. After speaking to him a week later, he apologized and again promised a callback. This was about 3 weeks ago.
The point of this guide?
Don't rely on eBay or Paypal to help you out in these situations. They can help to a point, but they are both are still limited in what they can do.
