 eBay to compensate for scam report - an idea to improve security

Scam on eBay is not a new issue. Scammers are getting better and better and eBay seems to have trouble
detecting and dealing with it IN TIME, which means BEFORE auctions ends
Stopping a scam before auction ends is crucial to protect naive dibbers that placed their bids and will probably pay in case they win.

Since we, the users surf and detect scams, it makes sense that eBay should encourage us to report it and use us to better protect our community.
Mr. Matt Halprin,  manager of Global Trust and Safety Policy team at eBay said in his letter from Oct.11, 2006 :
"All of us at eBay are committed to preserving the safety of our marketplace and rely on you, the community, to help in this regard. As the Internet has evolved and grown so have the trading opportunities for all of us. Unfortunately, this success has also attracted a number of bad players who prey on unsuspecting Internet users. We don't want that to happen to you."

My idea is simple:

eBay should compensate each member who report a scam, encourage us to investigate suspicious auctions and report it.
If a report turns to be a real scam, than eBay SHOULD PAY $5 or such for every auction this report led to its removal. (if seller had 20 listings that eBay removed, eBay pays 20x $5 etc.)
Indeed more reports will be sent to eBay, but it will SAVE A LOT of money spent now on insurance, lawyers, enforcement personal, paperwork and time. Don't forget those poor buyers that were deceived , are frustrated and probably will never buy again on eBay.

I wonder if eBay will ever publish:
a. Statistics of how many deceived users have left eBay or stopped buying ?
b. Figures on how much eBay lose annually from fraud. (if credit card companies do so, why eBay can't?)

Think of how much time and money this idea might save to all. 
Payments by the way should be made in a form of eBay fees credit so it will STAY in the system and encourage users to use eBay.

Sounds reasonable?  Try convincing eBay with this idea...

This idea was send to eBay few months ago and NO reply ever came...... (out of the usual computer receipt message...)
