Only purchase art that really appeals to you, not for an investment standpoint or because the artist is well known. A great way to start a collection is with the less expensive drawings and etchings, by lesser known artists. Several good ones sell on ebay, it just takes time finding them. Purchasing unframed work will save you on gallery commision, the more expensive framed shipping and the framing itself. Always read the customer feedback on the artist. This gives you good insight about the quality of the work and the transaction time. From my personal experience, artists love to hear from you. About anything. Remember there are no rules or regulations on what makes good art. The customer feedback and correspondence through emails makes my selling so enjoyable. Tip: although the .99 cent starting bid can get you a good piece, usually the artists set a higher starting bid on their more important work. So be daring and jump into the bidding on the bay.
