As a seller, you can block bidders/buyers for any reason you like....here are some reasons that I have used eBay's blocking option...Hopefully this information will help a few sellers avoid problems!
I often block other users when they send suspicious questions. Be on the safe-side...Use your instincts. If a user has a very low feedback score, is new to eBay, and asks a question that makes you suspicious of his motives, block him.
If a buyer files a unwarranted and unfair claim for a refund or replacement, block him. For example, the buyer may claim that the item was damaged or "not as described." You know your merchandise...as the seller know this is not true....There are some buyers that do this on a regular basis...as well as those who simply experience "buyer's remorse"and want to send everything back that they purchase for no valid reason.....It's best to avoid them by blocking them!
If a buyer files a claim for non-receipt, block him. Unfortunately, you may or may not be able to prove he received the item. This is a common scam on eBay - to claim that an item was not received even if it was and the seller just can't prove it. Been there, done that...don't want to do it again!
If a buyer leaves you neutral or negative feedback, block him. You certainly don't want to deal with him again...and the good news is that you don't have to!
If a bidder has several negatives or comments regarding non-payment, block him....once a dead beat bidder...well, you know.
Trust your instincts. If for some reason something doesn't seem right, whether it is questions or comments from the buyer, his past history, or some other clue, be on the safe side....It's just not worth the trouble....simply block him!
When you are ready to block another eBay user from buying or bidding on your items, go to your eBay Selling Manager. Scroll down to the "To-Do" section on the front page. Click "block or pre approve bidders," enter the user id of the person you wish to block, and hit enter.
