Vonage advertises a great deal but they are not necessarily a great deal.
I use a service from Dock.net (you can google it) and pay $20 a month per line with all the free calls, and voicemail, etc.
I am in California and have used their service for the last four years and have been very happy.
They have real Americans that speak English that work in Camarillo, CA and you are not dealing with people in a foreign country that read from a script.
You can always google for Voip service and find competitive prices. I have no complaint with Vonage but they are not the least expensive competent provider of Voip phone service.
You may still choose Vonage for one reason or another but you will be more educated in what you are buying.
