User-by-user you can slow down (e.g. disable for simple actions) many of  the Windows Vista User Account Control (UAC ) prompts by authorizing each user follows:

  1. Open a 'My Computer' or 'Explorer' window and navigate to the folder at
              C:\Users\Public\Public Desktop
  2. Right click on the folder 'Public Desktop" and choose [Properties] and then the [Security] tab.
  3. Click on the [Edit] button.
  4. Select the desired account
  5. Place a check in the 'check-box' labeled 'Full Control'
  6. Click [OK]

This process can be repeated for other folders and users as needed to increasingly 'calm down' Vista's UAC.
