USPS Customs Forms
When to use customs forms and which ones to use is a question that often comes up to dealers. The USPS often train their workers to have customs forms being used when the item is over a few ounces in weight. This is an incorrect policy and might take up too much of your time. Also, the customer may have to pay unnecessary fees.
The only time that customs forms are necessary are when:
1) shipping express
2) shipping priority
3) shipping items that are harmful
4) shipping items over $400 in value
5) shipping items that weigh over 1 pound
6) shipping items that are dutiable
In most cases you will be using the large white customs form 2976-A.

There are a few special cases. When the item weighs between 1 and 4 pounds, you will need to fill out the smaller customs form 2976 only. This is only for first-class shipping.

Lastly, when the item has a value of over $400, you need to fill out both of these forms. Seal the larger one into your parcel. The smaller one you need to bring to the post office. A worker there will cut it out and affix it to the shipment.
