A fiesta themed kid's party can be fun for both the kids and the adults attending.

Below is a suggested menu, but of course you should try to tailor it to the preferences to your child and the other children attending (if you know their preferences).
Main dish: Offer a taco bar with tortillas or hard taco shells, beans and/or ground beef, shredded cheese, guacamole, sour cream, shredded lettuce, tomatoes, salsa.
Sides:
Quesadilla Slices: Offer with sour cream, guacamole, and salsa as toppings or dips.
Tortilla Chips: Provide salsa and bean dip.
Fruit Salad: Make with whatever fruits that are in season. For a finger friendly version provide apple slices, orange slices, and watermelon slices.

String of Chilies: You can find strings of real and fake chili strings or make your own with paper chilies. Example of paper chilies pictured below.

Centerpiece: A sombrero (or a cowboy hat) surrounded by maracas, cacti, and chili peppers makes a great centerpiece. Example pictured below.
Music: Play some mariachi music while the kids play or dance.
Pin the Tail on the Donkey: You can usually find a version of this game at a party store. You can also make your own by drawing a tailless donkey on a large piece of paper and cutting out tail pieces. You can make the tail pieces on sticker paper and tape.
Invitations
I offer Fiesta Time Invitations , as seen below, in my store that can be personalized. You can also have the kid make their own invitations. Send out a couple weeks before party. Make sure you give address and/or directions to the party, as well as phone number for parents to call to RSVP or if they get lost.Food

Although all are important, personally I think the food is most important. You do not want to deal with a bunch of hungry kids. Decorations
Have the kid(s) help make the decorations. You can have them draw and cut out cactus (example pictured below), maracas, sombreros, and guitars to be put up around the party area. You can also find related coloring pages for them to color. Activities
Piñata: You can find one at your local grocery or party store. Fill with candy and/or small toys. Make sure you provide bags for the kids to collect their loot in. You can use a bat to hit it. Blindfold the person whose turn it is and spin them around a few times if you want to make it more challenging. Make sure to keep everyone away from the person who is trying to hit the piñata, so they do not accidentally hit a person.Music: Play some mariachi music while the kids play or dance.
