The first old west replica law badges commercially produced were made by L.A. Stamp and Stationery in the late 1950s and early 1960s. These were sold at popular tourist attractions like Knott's Berry Farm and Disneyland. There were also a few large gun shops like Great Western Arms that handled them too.
They sold in the 4 to 5 dollar range and all of them had the word REPLICA on the back. Many of the old west badges you see today on ebay and gun shows were patterned after these early old west badges.
