Do you want to list your item as 'No Shipping: Local Pick Up Only'?
If so, here's a Guide based on the latest incarnations of the listing tools:
If you really want to proceed with the Easy Sell SYI:
In Section 5: Set a price and P&P details, press the drop-down arrow in the 'Postage' field and change to 'Local Pickup' and put the value of $.0.00 in the 'Shipping Cost to the Buyer' field.

Simply click the drop down arrow in the 'Give buyers shipping details' section and change from
'Flat: same cost to all buyers' to
'No shipping local pickup only':

which then becomes:

Complete the listing and press the 'List your item 'button AFTER checking the fees.
Flat - Same cost to all buyers to
Local pick up only

which then becomes:

DON'T accept PayPal for an item that is to be collected. You will not be able to prove delivery to the buyer in the event of an INR Claim or charge back and why pay fees when you don't have to? Ask for cash-on-collection (or prior Bank Transfer and wait until it clears in your account). If you offer the choice of both postage and collection and you list with PayPal as a payment option, put information in the listing that you will only accept cash-on-collection (or prior Bank Transfer) if the item is to be collected.
If you have these options:
* Offer PayPal as a payment method in all my listings
* Tell buyers that I prefer PayPal payments
enabled, you will need to disable them
Payment Preferences
or sell with a different eBay ID where they are disabled. In addition, if you block bidders without a PayPal account in your Bidder Preferences, you will need to disable that preference as well (or do it individually when you list each item)
It might also be an idea to have someone with you when the buyer collects, or meet them in a public place.
Ask them to bring some ID as well. I've heard occasional stories of a non-winning bidder turning up to collect (and paying cash) only for the winning bidder to subsequently turn up and be disappointed to say the least!
Print out the eBay Invoice twice. Give one the buyer and ask them to sign the other one, which you've marked 'Sold as seen' on. Keep this one for yourself.

How to select No Postage Local Pickup Only on a Listing - Jan 2008
If so, here's a Guide based on the latest incarnations of the listing tools:
Easy Sell SYI Form
You can't configure the Easy Sell form to enable this option properly, because you can't 'turn off' the 'Ship To' Location. So although your listing will show local collection only as the only payment method, the ShipTo Location will always show as US or Worldwide locations. This could mean a bidder may think that you are willing to post the item and bid on that assumption. You should use the Advanced Sell SYI form if the only postal option you want is Local Pickup Only.If you really want to proceed with the Easy Sell SYI:
In Section 5: Set a price and P&P details, press the drop-down arrow in the 'Postage' field and change to 'Local Pickup' and put the value of $.0.00 in the 'Shipping Cost to the Buyer' field.
Advanced Sell Your Item SYI Form
You no longer have to configure the options from 'single flat rate cost' to '3 domestic services' as previously.Simply click the drop down arrow in the 'Give buyers shipping details' section and change from
'Flat: same cost to all buyers' to
'No shipping local pickup only':
which then becomes:
Complete the listing and press the 'List your item 'button AFTER checking the fees.
