While the comments on chinese scooters is fairly accurate. There are a few companies that have produced good quality products. CF Moto among them is very aggressive in the U.S. market and prdouce a decent product. I have owned their Honda Helix clone and it started the first time and ran great logging over 1800 miles the first 6 months and still ran great.
The parts are easy to find on the CF Moto USA web site. Tank motorsports which is a brand of KTMMEX has been improvng the reputation of chinese/mexican scooters and motorcycles. You need to remember that these countries are where we were at in the fifties technologically. Some of these companies such as CF Moto have purchased the blueprints and tool and die for these scooters so they are usually identical to the brand name. They will weed out the bad companies the more they depend on the U.S. market to succeed.
As far as buying scooters on ebay, I agree that people buy a container and then sell them without warranty. I wouldn't buy one of these or any parts on Ebay. go to a reputable dealer such as Qlink.com or gekgo.com like I did and they carry all the parts for what they sell and a lot of times will have liftgate delivery included in the price. Save yourself a lot of aggravation.
You should always check out the company and the retailer of the scooter you want and see how long they have been in business and their feedback from owners and the Better Business Bureau.
