Pre-Cautionary Tips for Buying RS Items / Accounts:
1. ONLY PAY WITH A CREDIT CARD, NEVER WIRE TRANSFERS/ETC.
2. Look at their bid history and make sure they do not have feedbacks pumped up with 1 penny auctions. Also check for negative feedback, etc.
3. Observe the pictures closely to see if they were edited.
4. If the price looks too good to be true it probably is.
5. Make sure the seller will be willing to provide you with recovery questions, transaction IDs, agreement #s.
6. Have the seller meet you in the game to prove they have the account, most scammers do not even possess the accounts, but beware some do.
7. Try to get them to call you and write down their phone number.
8. MAKE SURE YOU HAVE A LIVE CONTACT WITH THEM SO YOU CAN FILE A CLAIM IMMEDIATELY IF THEY DO NOT PROVIDE THE INFORMATOIN!
9. Avoid people that say they do not have a live contact like AIM/MSN/ICQ. They can download it if they really want to sell their account.
If you happened to get scammed, this is what you can do:
1. FILE A CLAIM WITH PAYPAL. Paypal will not honor the claim, but if you do not use Paypal support first, then your chargeback will not be honored in the next step.
2. FILE A CHARGEBACK WITH YOUR CREDIT CARD COMPANY - You will get your money back. Call your bank and tell them you would like to issue a fraudulent sale chargeback. If you have a Visa/Mastercard they will honor it, and you will get a total refund within a week or two, and the SCAMMER's Paypal account will be negative and they will be put in a Debt Collection Agency, causing them lots of trouble.
3. Optional - Seek further justice by locating their address with the phone number they provided you, and contact their local police. Also warn Paypal and Ebay about the fraud. You can press charges for this type of fraud, regardless if it is intangible, just make sure to record the entire process of buying.
Sellers:
My only tip to sellers is to sell to trusted Ebayers only with great positive feedback. Anybody can use their chargeback rights against you and win automatically. Try selling your items in smaller amounts because there is a limit to the amount of fraudulent purchase chargebacks a person can make. I've experienced this before after selling 100 million GP a half of year ago, Paypal held my money for 180 days, and then gave it back to me after that period because the buyer turned out to be issuing tons of chargebacks.
CONTACT YOUR BUYERS THROUGH THE PHONE, VERIFY THEIR ADDRESS AND RECORD THAT THEY WANT TO MAKE THE PURCHASE AND THAT THEY ARE THE RIGHTFUL OWNER OF THE CREDIT CARD, so they cannot file chargebacks and say their card was stolen.
