First, home movies converted to DVDs and sold on eBay as region free are absolutely A-OK. They are not what I am writing about.

However, region free DVD copies of movies are counterfeit. Hollywood does not release anything as region free. Crooked sellers in China, Singapore, Hong Kong, etc., offer movies region free.

Region free movies discovered by U.S. Customs and Border Protection are seized as violating Intellectual Protection Rights (IPR) laws. In otherwords, they are counterfeit.

So, if you wish to place your money into the hands of an unknown entity who is profiting by selling someone else's property, just remember that you are helping to perpetuate a crime. And, you may be helping to fund terrorism, as you have no idea who is really profitting in the sales of couterfeit merchandise.
