Paypal resolving non receipt itmes

I bought 3 watches from a seller in Germany and they were good and fast in mailing the 1st and 3rd auction won, but the 2nd auction was never sent.  I waited the appropriate time then filed a non_reciept compliant.  This was back in June 2007, and then had to file a complaint on Paypal.

1. All I ever wanted was the watch.
2. The seller had a good reputation and good feedbacks
3. I noticed that in the last few weeks they had been getting some, natural and negative feedbacks so I was a bit worried.

   After waiting for over the 45 days still no Watch, so I upped the complaint, and now wanted a refund.
The process went on, normal, the seller keep stating I had received the watch.  We communicated though the process, but still nothing was accomplished.  Time went no Watch or Refund.  Paypal then ask me for more information and the seller.  I provided the international tracking numbers for Paypal.  I also communicated a bit with the seller again.  The seller at this time said I had never won this auction, but then I proved to them I had actually won it.  As time passed I communicated with the seller who was experience enough to know that they couldn't "Fambusal" me, I had keep their mailing packages and the tracking numbers. They keep saying that the 3rd mailed watch was this one, but I had the proof it wasn't. 

   Well over 90 days from the close of the auction and payment, Paypal has agreed with me and a refund was issued.  This was only for about $120.00 but still it was money well earned.  

   The moral to this is keep communicating with the seller if they will and keep Paypal informed of that communication.  Also keep you mailing information, that is very important in the process of investingating non-reciept of items. 

     I have found today with us little guys that Paypal (Ebay) is fair and the big time sellers can't get away with either forgetting to mail your product or forgetting you have won a auction.

Use the process to get your non receipt item, it does work, it takes a while but this isn't the 1st time I've had to use the process.
