Cross Border Fee Reduction

For Euro denominated payments received on or after March 11, 2005 by users registered in one of the countries listed below from another user registered in a different country listed below, the Standard and Merchant rates required to be paid by the user receiving the payment will be reduced by an amount equal to 0.5% of the payment received.
For example, from March 11, 2005, a seller who has a registered PayPal account in the UK who receives a Euro denominated payment from a German buyer would pay 0.5% less than the current Standard and Merchant rates applicable to the receipt of that payment. That is, if a Standard rate of 3.9% + €0.35 EUR previously applied to this transaction, the seller would be required to pay a rate of 3.4% + €0.35 EUR.

Buyer Complaint Process Changes

PayPal's Buyer Complaint Process is changing in the following ways:
Buyers will have 45 days after a PayPal payment to file a claim.
For eBay transactions, buyers can receive coverage for significantly not as described claims.
For eligible eBay transactions, PayPal will automatically apply eBay's Standard Purchase Protection Program. A separate eBay claim is not needed. See eBay for details and eligibility.
PayPal Buyer Protection Changes

PayPal Buyer Protection will change in the following ways:
Buyers will have 45 days after a PayPal payment to file a claim (an increase from the current 30 days).
Buyers will be eligible for up to three PayPal Buyer Protection claim payouts per calendar year (instead of the current limitation of two payouts per year).
German PayPal Buyer Protection

Effective June 14, 2004, PayPal will enable eBay sellers in Germany to offer buyers coverage up to €400.00 EUR for claims of non-delivery or 'significantly not as described' on qualified eBay listings which are paid for with PayPal. To qualify, German sellers must have a Verified Personal (Personal accounts eligible on www.ebay.de only), Premier or Business PayPal account in good standing and have an eBay feedback score of 50 or more with at least 98% positive feedback. In addition, sellers must select PayPal as a payment option when they list the item. Items must be listed on eBay.de, eBay.com, eBay.co.uk, or eBay.ca to qualify. PayPal Buyer Protection is only available for tangible goods. Qualified listings will then display a PayPal Buyer Protection seal on eBay.
All buyers worldwide are eligible for coverage, provided the listing displays the PayPal Buyer Protection seal, that the buyer uses PayPal to pay the seller at the same PayPal account used in the listing, and file their claim within 30 days of payment. Buyers may only receive two PayPal Buyer Protection claim awards per calendar year.

With the Address API, eligible merchants will be allowed to provide PayPal with the address information for a specific buyer. PayPal will then inform the merchant whether the address exists in the PayPal system, and whether or not it is a Confirmed Address.

Merchant Gift Certificate Policy

Adding a new policy regarding Merchant Gift Certificates. Merchant Gift Certificates is a product that will allow merchants to offer Gift Certificates for sale through the merchant's website or store that can be used only with that merchant. Purchasers may purchase a Gift Certificate for a designated recipient, who may then redeem that Gift Certificate on purchases made with that merchant. Please note that this policy does not cover eBay Gift Certificates, which are offered for sale by eBay and can be used to pay any merchant on eBay.com that accepts PayPal.
PayPal Buyer Protection Seller Eligibility

In order to be eligible to offer PayPal Buyer Protection to buyers, sellers must have an eBay feedback score of at least 50, a 98% positive feedback percentage, and meet a number of PayPal requirements per the PayPal Buyer Protection Policy. The 98% test will be redefined to include feedback from repeat users rather than only feedback from unique users. This redefined positive feedback percentage may be higher than what is displayed on the eBay listing. To determine whether an item is eligible for PayPal Buyer Protection, buyers may simply continue to look for the PayPal Buyer Protection eligibility seal on eBay listings.

Beginning November 21, 2004, PayPal will reduce the amount of e-commerce payments that Personal account holders in the U.S., U.K., and Canada are able to receive per month. For U.K. customers, the Personal account receiving limit will be reduced from $1,250.00 CAD to $500.00 CAD. Only e-commerce payments received from eBay, auction, or website sales will count toward the receiving limit.
Withdrawal Fee Customization

Effective November 21, 2004, PayPal will drop withdrawal fees in the following countries: Austria, Australia, Belgium, Canada, Denmark, Finland, France, Hong Kong, Ireland, Italy, Mexico, Netherlands, New Zealand, Norway, Singapore, South Korea, Spain, Sweden, Switzerland, Taiwan. The withdrawal will be free if the withdrawal amount is above a certain threshold amount. You can learn more about the threshold amounts for your specific country from the withdrawal fees page.
Acceptable Use Policy Updates

Revised the introductory paragraph of the Acceptable Use Policy to clarify the intent of the policy. Added the "Gambling" category previously in section 7.2 of the User Agreement, updated the Prescriptions Drugs and Devices policy to require VIPPS (Verified Internet Pharmacy Practice Sites) certification, and clarified wording of Mature Audiences and Lottery policy.
Violating the Acceptable Use Policy

Violators of the Mature Audiences, Prescription Drugs and Gambling categories of PayPal's Acceptable Use Policy may be subject to a fine of $650.00 CAD and/or PayPal may take legal action against you to recover losses that are in excess of the amount fined.
