PayPal is a business that serves a new and exciting market. As that market changes, our business evolves. This page is dedicated to informing users in advance of important changes to the PayPal service, its User Agreement or other policies.

Amendment to User Agreement
 
 
Effective Date: October 25, 2007
In Section 17.2, the last paragraph will read: "A Chargeback is covered if it was due to non-receipt of merchandise, or an unauthorized payment. A Reversal is covered if it was due to an unauthorized payment. The Seller Protection Policy does not cover sales of intangible goods, services, or licenses for digital content. PayPal Claims are not covered by the Seller Protection Policy. For more information on winning a PayPal Claim see the Buyer Complaint Policy and PayPal Buyer Protection Policy."

Amendments to the Buyer Complaint Policy and PayPal Buyer Protection Policy:

Section 9 d will read: "If the buyer claims that the item was not received, the seller must be able to prove that the item was delivered to the address listed on the Transaction Details page by providing PayPal with an online-tracking number that shows evidence of delivery. For transactions equal to $250.00 USD (or the equivalent in the currency of the transaction) or more in value, the seller will also need to provide an online proof-of-receipt in the form of a signature from the recipient."

Amendment to Section 2.8 of the PayPal User Agreement

Beginning August 23, 2007, section 2.8 of the PayPal User Agreement is being amended to allow PayPal to hold your funds for up to 180 days and fine you up to $2,500 USD (increased from $500) for the following violations of the Acceptable Use Policy:
Using the Service to receive payments for any sexually oriented or obscene materials or services in violation of the Acceptable Use Policy; or
Using the Service to receive payments for any narcotics, other controlled substances, steroids or prescription drugs in violation of the Acceptable Use Policy; or
Using the Service to receive payments for wagers, gambling debts or gambling winnings, regardless of the location or type of gambling activity in violation of the Acceptable Use Policy; or
Using the service to receive payments for tobacco products in violation of the Acceptable Use Policy.


Amendment to the PayPal User Agreement

Effective Date: August 23, 2007
Beginning August 23, 2007, PayPal will introduce Payment Review. Payment Review means that PayPal will review certain potentially high-risk transactions. If a payment is subject to Payment Review, PayPal will place a hold on the payment and provide notice to the seller to delay shipping the item. PayPal will conduct a review and either clear or reverse the payment. If the payment is cleared, PayPal will provide notice to the seller to ship the item. Otherwise, PayPal will reverse the payment and the funds will be returned to the buyer. All payments that clear Payment Review will be marked Seller Protection Policy eligible. PayPal will provide notices to you by email and/or in the Transaction History tab of your PayPal account.

Foreign Transactions Fee for PayPal ATM/Debit Card

Beginning June 7, 2007, the following fees will apply to PayPal ATM/Debit Card transactions: 1% Foreign Transaction Fee for cross border PayPal ATM/Debit Card payments or cash withdrawals. This fee will apply even if the transaction does not require PayPal to make a currency conversion. 1% for PayPal ATM/Debit Card payments or cash withdrawals that are not cross border transactions but require a currency conversion.

Amendment to the PayPal Buyer Protection Policy

Beginning June 7, 2007, if you make a purchase on a non-Canada eBay website (such as www.eBay.de or www.eBay.com), your PayPal Buyer Protection or eBay Standard Purchase Protection coverage will be based on the protection coverage offered on that non-Canada eBay website. The PayPal Buyer Protection coverage for purchases made on www.eBay.ca (Canada website) will remain unchanged.

Cross Border Transaction Fees For Receiving Credit Card Payments Into Personal Accounts

Beginning June 7, 2007, there will be new crossborder fees for receiving credit card payments into personal accounts. The new fees will be 2% in addition to the fees currently posted on the Transaction Fees for Cross-Border Payments Page.

Changes To Privacy Policy

Beginning June 7, 2007, the following changes will be made to the Privacy Policy:
Revised versions of the Privacy Policy will be effective at the time we post them. In addition, if we make a material change to the Privacy Policy, we will provide you with at least 30 days' prior notice of such a change by posting notice on the Policy Updates page of our web site.
If you are buying goods or services and pay through PayPal, we may provide the seller with the shipping address for the goods and your confirmed credit card billing address to complete your transaction with the seller.
Amendment to the Preapproved Payments Policy

Beginning May 3, 2007, the PayPal Preapproved Payments Policy will be amended to set out the terms of PayPal's recurring billing functionality. In particular, the policy will be amended to set out the terms by which a buyer provides an advance authorisation to a merchant to allow that merchant to receive payments from the buyer's PayPal Account directly on a one-time, regular or sporadic basis in accordance with the buyer's agreement with the merchant. The name of the policy will be changed to PayPal Billing Agreement for Recurring Payments.

Amendment to the User Agreement and policies

Beginning March 8, 2007, PayPal will amend the terms of its User Agreement, Fees and Payments (sending, Receiving and Withdrawals) Policy to permit Personal Account Holders to accept up to five credit card payments for a fee. Credit Card Payments in excess of 5 must either be rejected, or users must upgrade their account to a Premier or Business account.

Amendment to the Payments (Sending, Receiving and Withdrawals) Policy

Beginning March 8, 2007, the PayPal Payments (Sending, Receiving and Withdrawals) policy will be amended to reflect that the verification process for Canadian account holders will now only require a user to set up their bank account via direct debit, complete the 'random deposit' process and if you are a Premier or Business account holder, provide supplemental business information. Beginning March 8, 2007, the PayPal Fee Schedule and Payments (Sending, Receiving and Withdrawals) Policy will be amended to reflect the fact that Personal Account holders will be able to accept an unlimited number of PayPal payments funded by credit cards which are also sent via Skype. There will be no change to the fees payable on receipt of card funded payments.

Addition of the PayPal Mobile Policy

Beginning March 8, 2007, the PayPal Privacy Policy will be amended to reference that a user's Skype ID will be a further form of personal information that will be processed by PayPal when users send funds or receive notification of a payment via PayPal using Skype.

Removed section III, Deferred Payments, from the U.S. version of the Payments (Sending, Receiving, and Withdrawals) Policy. Updated the U.S. version of the Sending Limits and Verification section of the Payments (Sending, Receiving, and Withdrawals) Policy to reflect an addition of credit as an option for verification. Updated the U.S. version of the PayPal MasterCard ATM/Debit Card User Agreement and the Fees Policy to reflect that signature based cash withdrawals from a bank using PayPal Debit Card will be subject to a $3.00 fee in addition to any fee assessed by the bank and that cash withdrawals will not qualify for the PayPal Preferred Rewards program. Updated the U.S. version of the User Agreement, Payments Policy, and Fees Policy to reflect that Personal account holders may receive up to 5 credit card, debit card or Buyer Credit funded payments per 12 month period without having to upgrade to a Premier or Business account and updated fees for card or Buyer Credit funded payments for Personal accounts. Updated section 2.1 of the U.S. version of the User Agreement. Updated the list of approved countries in all versions of the User Agreement. Updated section 1 of the U.S. version of the Electronic Fund Transfer Rights and Error Resolution Policy. Updated sections 8 and 12 of the U.S. version of the PayPal MasterCard ATM/Debit Card User Agreement. Updated all versions of the Website Payments Pro UA and the PayPal Website Payments Pro Payflow Edition and Virtual Terminal to clarify usage of Direct Payment API. Updated the Seller Protection Policy for all European countries to clarify that if PayPal requests information from a seller with respect to a potential fraudulent or unauthorized payment, the seller is required to respond within 7 days. Amended the User Agreement for all European countries to allow registered Personal account holders outside of Germany, at their option, to accept a limited number of card funded payments without requiring them to upgrade to a Premier or Business account; personal account holders who do receive a permitted card funded payment will be charged a fee as updated in the PayPal Fees Schedule. Updated the User agreement for all European countries to highlight the respective sending limits of those users registered in Gibraltar, Liechtenstein, French Guiana, Guadeloupe, Martinique and Reunion. Updated the PayPal Buyer Protection Policy for all European countries to clarify that if a seller lists an item on the eBay marketplace in either Germany, Austria or Switzerland, the seller will not be able to opt-out of the PayPal Buyer Protection programme. Updated the Payments (Sending, Receiving and Withdrawals) Policy for all European countries such that user account balances which show an amount owing to us will, after 21 days, be converted to Euros (as appropriate). Updated the PayPal Buyer Protection Policy for all European countries to reflect that the PayPal Buyer Protection programme will be expanded to allow the terms of the programme to apply to sellers who list on the applicable PayPal Buyer Protection eligible eBay sites and who are registered PayPal users in the following countries: Denmark, Sweden, Greece, Portugal, Finland, Norway, New Zealand, Argentina, Brazil, Mexico, Uruguay, Chile, Ecuador, Jamaica, Poland, Czech Republic, Hungary, Thailand and China. Amendment to the User Agreement and policies

Beginning October 12, 2006, PayPal will support the following currencies as part of the PayPal service: The Swiss Franc, Norwegian Krone, Swedish Krona, Danish Krone, Polish Zloty, Hungarian Forint, Czech Koruna, Singapore Dollar, Hong Kong Dollar and New Zealand Dollar. The User Agreement and associated policies will be amended to reflect the availability of payment processing in these currencies. Also, if a user is registered in a country which has as its official currency one of the additional currencies added to the service, that currency will become that user's home currency.

PayPal Buyer Protection Changes

Beginning September 14, 2006, the PayPal Buyer Protection program and the PayPal Plus Credit Card and Buyer Credit Policy will be amended to remove the limit on the number of payouts PayPal would award to a buyer per year under the terms of the protection programs.

Buyer Complaint Changes

Beginning September 14, 2006, PayPal's Buyer Complaint Process will be amended so that if a buyer makes a claim under the terms of eBay's Standard Purchase Protection Program for a payment made in Euros, the maximum payment will now be €230.00 EUR, with the eBay processing cost being €25.00 EUR.

Amended the PayPal (Europe) Ltd. User Agreement, the Payments (Sending, Receiving and Withdrawals) policy and Privacy policy to reflect that (i) the sending limit for registered users in the United Kingdom will be increased from £500.00 GBP to £1,000.00 GBP; (ii) the sending limit for registered users in Austria, Belgium, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Luxembourg, Netherlands, Portugal, Spain and Sweden is increased from €750.00 EUR to €1,500.00 EUR; and (iii) the sending limit for registered users in Poland is increased from $100.00 USD to $500.00 USD. Updated the User Agreement for all European countries to allow PayPal to debit, by way of set-off, any of the accounts held by a user with any fees, charges or other amounts owing to PayPal and payable by that user. Updated the User Agreement for all European countries to require users to notify PayPal of instances where the user notices that PayPal act's outside of a user's instruction or there are inaccuracies in any correspondence it receives from PayPal. Further. PayPal extends its exclusion of warranty over the correspondence it provides to its users. Updated the UK version of the Mobile Policy to require users who are activated for PayPal mobile to ensure that their address details are correct and current when they use PayPal mobile services allowing them to purchase goods and services with a third party merchant. PayPal will not be held liable for any claim made by a user if they do not comply with this requirement. Amended the terms of the PayPal (Europe) Ltd. Premier and Business Account policy to allow PayPal to withhold and/or set-off amounts from users' Premier or Business account balances, payments PayPal would otherwise make to these users, or require these users to deposit funds with a third party. PayPal will only take such action when it considers it reasonably necessary to protect itself and its users. Updated Section 6 of the PayPal Buyer Credit policy and Sections 5 and 6 of PayPal Buyer Protection policy for Italy to clarify information users need to provide when making a claim. Updated Section 2.4 of the U.S. version of the PayPal Mobile Policy. Updated section 2 of the U.S. version of the Payments (Sending, Receiving, and Withdrawals) Policy.
