As Many Sellers have found out over the years. Paypal requires a Delivery confirmation...to a CONFIRMED ADDRESS... You can prove that the item was delivered and still not get your funds....if you send it to an unconfirmed address... anywhere.... lost over 400 dollars by this process..even though there was proof of delivery.. seems strange, but it was and is true... confirmed or GAMBLE
If you use the Paypal/ebay/USPS site you get the delivery confirmation at a reduced price... good deal...but no info as to where the package is most of the time... the old USPS system used to allow a sort of tracking... that is gone...so if it takes weeks, you might find out where it is..and you might not... but the system is generally good on notifying you of delivery (when you enter the number into the USPS site....), even though the ebay site might still say ..in transit.. the system works well until the magical programmers at ebay make changes...then the system stinks for several weeks...until they figure out what they did wrong... then the system works...programming by guessing...it seems
Nearly all international addresses are unconfirmed and delivery confirmation is an expensive process. Ebay Knows that, Paypal Knows that... ... But paypal accepts the international payment...which is almost always a CREDIT CARD, but provides no security unless you send it Registered with Return Receipt...which isn't even offered in many countries....Paypal provides the service to the international buyer, tells them it is guaranteed payment, then tells the USA seller...that payment is there...BUT....unconfirmed...we all know what that means... I have been very happy with my international customers...but very few big ticket items.. so they are really good people...
If we as sellers refuse to send internationally as a group..ebay/paypal would institute change...but they do not feel the need.. they operate as a credit card handler...with no guarantee to the seller...though the buyer/user is guaranteed to pull it on their statement alone...a sweet deal...though if you can prove delivery... Paypal STILL CHARGES THE SELLER FOR THE RECOVERY OF THE FUNDS.. if it was a credit card payment...
SO, IF YOU LIKE TO GAMBLE...SELL INTERNATIONALLY TO UNCONFIRMED ADDRESSES... AND HOPE THEIR CREDIT CARD IS GOOD...but the rule is look at their feedback, history, types of items they purchase, there are many really great international buyers, who understand the system is somewhat flawed....... then roll the dice..you can always opt out on ebay before sending the item...with the unconfirmed clause... ebay offers this avenue... kinda like the casino telling you to put your bets down... they do not force you, but you can't win...or sell...unless you play.
