Greetings! We have been seeing a lot of claims recently for non-receipt of goods and purchases from buyers using Paypal. ANY buyer can claim a Paypal payment claim for non-delivery of a product even if they did not pay for insurance. It makes no difference if you, as the seller, state that the buyer is responsible if the insurance is not paid for. How do you cover yourself? We have started including insurance in the shipping/handling charges. This is automatically added to the actual shipping charges of items that we think will bring over $20 at auction. This forces the payment for insurance and removes it as an "option" that most buyers do not add. Why add insurance if they are fully covered by the Paypal non-receipt ruling? Delivery confirmation mean nothing to Paypal, if the delivery confirmation shows "in transit" that means the package was not delivered and a full refund (out of the seller account) will be issued. Delivery confirmation only covers the buyer if it shows a delivery to the confirmed address. No confirmation + No insurance = the seller lose.
Hope this helps! This has been the only thing we have found to help!
