PayPal - Beware of SCAM for Multiple Items Shipped

For the most part I am very pleased with PayPal. And I am sure it isn't always a simple matter to determine if a buyer has a legitiment claim when requesting a refund due to not recieving an item. The problem of this Scam arrises out of the fact that PayPal accepts Delivery Confirmation as absolute proof of delivery. In most cases that works out fine. However there has recently been an increase in cheating using this system. It is done by taking advantage of delivery confirmation as proof of delivery in cases where more than one item should have been shipped. It is clear that a package was delivered. But not so clear or easy to prove that not all of the order was actually in the box.

A few less than honest sellers have discovered that they can sell 2 or more items but not ship everything that has been bought. Yet they are reasonably sure they will not have to give a refund or follow through on shipping the missing items. The Seller has proof of delivery of that single box. The Buyer has no way to prove everything was not in the box.

So what is the solution? I suggest that you consider very carefully who you are buying from before buying more than one item at a time when paying with PayPal. Most sellers are completely honest. And many sellers will go out of the way to make sure each customer is fully satisfied with each purchase. But a very few sellers are not completely honest in their business dealings. So I suggest that you only buy multiples of items from sellers you know. Or sellers with an outstanding feedback record. 

About a month ago I tried to get a refund on one of 2 packages that were paid for on the same day, but in 2 separate payments. The seller only shipped one package. I contacted him asking for the second package. He said it was shipped. I waited and it never came. So I filed a claim with PayPal for a refund. He then  presented PayPal with a delivery confirmation number. The USPS showed that one package was indeed delivered. So I filed a second claim using the other order since both items were the same, it didn't matter which one I filed the claim on. Once again I said I had only gotten one package, the seller used the SAME number as proof that the second box was delivered even though it was the same number showing that only 1 box was shipped. But because it showed a box was delivered on that day, I had no success in proving to PayPal that I had not gotten the second package. My solution? I will never again use PayPal to pay for 2 separate orders from the same seller on the same day. I will be very careful who I purchase more than one item from as well. This seller had a somewhat low feedback record and I took a risk that I shouldn't have taken I guess. Another lesson learned that day.

Finally I strongly suggest that if you do need to file a claim for non-delivery, that you do not file a written claim. But rather, that you call and speak to someone at PayPal on the phone. I made the mistake of writing the complaint. Writing in the complaint simply didn't work.
