HAVE YOU EVER READ PAYPAL'S TERMS AND CONDITIONS?

DID YOU KNOW IF YOU WIN A CLAIM AGAINST A SELLER AND THEY HAVE NO MONEY PAYPAL WILL NOT REIMBURSE YOU ONE CENT?

 BEEN THERE DONE THAT.

PAYPAL IS ONLY A PLACE TO TAKE YOU MONEY.

ALSO, IF YOU PAID BY CREDIT CARD, THE CREDIT CARD COMPANY MAY TELL YOU PAYPAL OWES YOU NOTHING BECAUSE IT IS A THIRD PARTY TRANSACTION.

 BEEN THERE DONE THAT.

I spoke with MasterCard, they said it is up to your Credit Card issuer to take care of you. My bank, Bank of America was totally deficient in their duties. BOA sent form letter  telling me

"We are unable to issue a credit for the disputed amount(s).  Unfortunately, because your dispute is with a third-party, not with the actual merchant who charged your account, we are unable to obtain a credit on your behalf. The merchant that charged your account, cannot be held responsible for third-party merchant;'s actions.

In other words you have NO PROTECTION with PAYPAL.

The Seller shipped me NOTHING.

NADA. ZIP. Zilch. and got away with my money.

 YES PAYPAL REQUIRES THE SELLER TO HAVE A SHIPPING CONFIRMATION for its seller protection policy. The Seller can send an empty box. A bad seller could not care less about protection. Or, in my case, the seller forgets a couple of items on a multiple combined shipment.

But  Paypal  only allows you so many days,..and  see paragraph number one..if the seller has no money with PayPal, PayPal is not going to pay you anyway.

YOU ONLY HAVE 45 DAYS TO FILE WITH PAYPAL. SO DON'T LET THE SELLER take too much time. And you have to accelerate to a dispute or it automatically close and you have to respond within so many days...or they rule without your input or automatically close.

 YOU ONLY HAVE 60 DAYS TO FILE WITH YOUR BANK ( or issuer of credit card). In writing.

SO IF THE ITEM IS GOING TO BE DELAYED, HAVE the seller CREDIT THE MONEY BACK.

Most bank transactions the money is not charged until the item is shipped.

IF YOU HAVE A MERCHANDISE NOT RECEIVED, according to the cardholder agreement between PayPal and MasterCard, you have 120 days (if you paid via Mastercard....so file a Paypal claim, even if they auto close,

 YOU DON'T WANT TO FILE A CLAIM TOO SOON BECAUSE PAYPAL WILL LIKELY FREEZE THE SELLERS ACCOUNT. THIS PROTECTS PAYPAL, BUT IS A SURE WAY YOU WILL NEVER SEE YOUR MONEY NOR THE GOODS..

 BEEN THERE DONE THAT.

 STEP SIX..CASE CLOSED. The buyer's claim has been granted but the seller did not have sufficient funds in his PayPal account to cover the refund. PayPal is working with the seller to recover funds on the buyer's behalf. YET THE CASE IS CLOSED. DOES THAT SOUND LIKE PayPal  IS WORKING ON YOUR BEHALF??

IF YOU FILE FOR REFUND PAYPAL DOES  NOTHING FOR YOU IF SELLER HAS NO MONEY WITH THEM.  -AND- worse YOUR BANK CREDIT CARD MAY  TELL YOU TOUGH BECAUSE IT IS A THIRD PARTY. PAYPAL IS NOT LIABLE. THEY ONLY TAKE YOUR MONEY. GEE EVERYONE TAKES YOUR MONEY.
