PayPal is always the safest way to pay for an item because you can always file a claim if you don't receive it or it is not represented correctly right?

WRONG!!!!!!!!!

I purchased a high end item from a seller that at that time had great feedback.

I never received the item and after numerous attepts to contact the seller thru email I tried to contact them by phone.

Not a working number.

So I file a PayPal claim.Pretty simple they either respond or don't and prove they mailed it or I get my money back right?

WRONG!!!!!

I filed my claim the seller never responded and PayPal found in my favor. So where's my refund?

The seller emptied their PayPal account and there is NO money to recover from their account.

What does/can PayPal do to recover my $200.00?

NOTHING!!!!

They can not take the money from the account the seller has/had on file to open the PayPal account.

So even though I was awarded my claim it did no good.I'm still out the money as well as the other 6 people that bought the same exact item as myself for around the same amount.

And of course they are no longer a registered user under that account at Ebay but how difficult is it to open a new account?

For any expensive item, I wouldn't recc buying from anyone with less than 300 feedbacks with no more than 1 negative and hope that negative was a long time ago when they first started out.

A seller with a higher feedback score is not as likely to scam you by taking your money and then closing an account and having to start over.

Ebay allows 10 days to receive an item.If you haven't received it by day 11 contact the seller. If they don't respond don't delay too long to file a dispute. Then let PayPal take it from there.Don't communicate with the seller outside of Ebay messaging service or PayPal dispute service.
