OEM software that is Manufactured by the respective software publisher can be bought and sold without hardware. The other guide that states the product MUST be sold with hardware is only 50% correct. The only time a RESELLER is obligated to ship hardware with OEM software is if they signed a contract with that specific software publisher. NO SOFTWARE publisher can deliver an actual law that states OEM has to be sold with hardware. NO buyers is obligated to purchase OEM product this way UNLESS that are contracted directly with the manufacturer to do so.
ebay may have it in their user agreement but again ebay user agreement is a contract not LAW. It is a loosely built contract as well as most legally binding contracts are physically signed by both parties in front of a Notary.
So please do not worry about buying or selling Legitmate OEM without hardware. NOTHING will happen to you.
The other 50% incorrect statement is that Microsoft does not offer phone support for OEM operating systems. Microsoft does offer Unlimited Installation support for it OEM operating systems as well as retail. but after installation then OEM product will not get phone support any longer
