Study Her

It's best to lay the bra flat with the cups facing the flat surface. Although this does give you a little more information than most manufacturers provide about their products, you'll be able to discern the stretchiness of the fabric she likes in her favorite bra and keep this in mind when you shop for her. Writing down the fabric content of her favorite bra and panty will help in your search.
Panties are a little easier to measure. If the tags are cut, measure the fullest width for your hips measurement and the waist of the stretched panty while laying it flat on a surface. Multiply your totals by 2. Use these measurements in your search. Check out the size charts provided by sellers and retailers. Manufacturers have their tags with their sizes on their labels but sizes vary quite a bit. So, see if you can convert your measurements to size charts supplied by sellers and retailers for the best possible fit.
