I have bought stamps several times on eBay and continue to see shippers who place the stamps inside a priority cardboard envelope then into a manilla envelope.  Any postal inspector will tell you, the priority envelopes are free IF you are mailing the items by priority mail.  Otherwise, it can be construed as fraud.  Beware! Use photo mailers or cardboard instead if you send stamps first class.
