• If Seller still Refuse to Refund Your Money, then give a Negative Feedback but don't use any Angry words.  Just state the Facts like Seller FAIL to Deliver Items and Refuse to Refund Money.
• And you can Add this Seller to your Favorite List but do put a Note that this is the BAD Apple!  So you won't waste your time with this Seller again.
