Recently I was at a local water district expo for water conservation. As a vendor, I was concerned why the districts had stopped offering rebates for low flow showerheads. Their illogical answer in front of an auditorium full of people dumbfounded me and confused those in attendance. In the mid-1990's, California required all new showerheads to be a maximum 2.5gpm. To get homeowners to switch over to these new showerheads, the water districts offered for free a 2.5 gpm plastic showerhead. The big problem was that the water districts sourced the cheapest, most unreliable showerheads they could find. The performance was so bad that most homeowners either removed the restrictor to get some type of water flow or just threw out the showerhead aftera few days of use.
