I have a 99.4 rating overall and have been registered on eBay since 1999. 

I custom make and sell Bowling Shoe Covers that I call Hatlady's Lane Loafers.  They are not pre-made and I need to have information from my buyer to get them made properly and shipped. 

I now have a 3.9 * rating out of a 5.* system for shipping time.  You would think that a 3.9 rating is not that bad! 2.5 should be average and 5 would be like Superman.   But according to eBay it is bad enough to stop me from listing anymore items for sell on eBay!  

I print and buy my shipping from PayPal (an eBay company.)   PayPal sends an email when the shipping label is purchased and printed label with something they call a tracking number to both seller and buyer.  IT IS NOT A TRACKING NUMBER!!! IT IS A DELIVERY CONFOMANTION NUMBER!!!  I put the date of expected shipping in the note area on that email.  If I print the shipping label on Sunday and plan to ship on Monday I make that notation in the email from PayPal.  If you automatically delete all emails from PayPal you might not receive this information.  IF YOU WANT TRULY TACKABLE SHIPPING BUY INSURANCE!  INSURED ITEMS ARE TRACKED FROM ARRIVAILE AT POSTOFFICE TO DELIVERY!

I use the USPS (United States Postal Service) for my shipping company, because you have the US government behind the shipping process.  They offer delivery conformation (not tracking.)  Tracking adds to the cost of the shipping up to 100% or more.  The only information 90% of the time is the delivery conformation!  Once I drop the item in the mail, I have no control over if it goes by plane, truck or mule!  I CANNOT CONTROL THE USPS!  IF I COULD I MIGHT BE THE FIRST WOMAN PRESIDENT!  Most times my items arrive within 3 to 5 days but I have had one that took 32 days to arrive, a few that never have arrived at all and one that arrived in 2 days.  My crystal ball is broken so I cannot tell you why this has occurred!   Email me if your item has taken longer than 10 days to get to you. 

When you go to the USPS site and ask for information on a tracking number or delivery conformation number you may only receive the following message: 
Label/Receipt Number: XXX XXXX XXXX XXXX XXXX XX
Status: Electronic Shipping Info Received
The U.S. Postal Service was electronically notified by the shipper on November XX, 20XX to expect your package for mailing. This does not indicate receipt by the USPS or the actual mailing date. Delivery status information will be provided if / when available. Information, if available, is updated every evening. Please check again later.

MY POINT IS THIS.  IF YOUR SELLER HAS SHIPPED/NOTIFIED YOU OF SHIPPING AND YOU HAVE A CONFORMATION OF SHIPPING PAIDED FOR AND PRINTED FROM PAYPAL (AN eBay COMPANY) DO NOT BLAME THE SELLER FOR THE SLOW SHIPPING and rate the seller anything less than 5 star. 
IF THE SELLER TOOK A WEEK TO SHIP YOUR ITEM TO YOU, TO SEND YOU A SHIPPING CONFORMATION EMAIL OF SHIPPING, THEN LEAVE LESS THAN A 5 STAR RATING. 
ALSO IF YOU THINK THAT YOUR SELLER HAS NOT SHIPPED YET EMAIL YOUR SELLER.  There may be a reason for this!   Your registered email address with eBay may not be valid; your address may not be accepted by the postal service; eBay’s system is slow to get out emails (they state that this can take up to two days.) or many other things.    Communication is always the best.
