Importing parts and accessories to Canada

A lot of Canadians look at bikes and parts with some envy,offered on E Bay ,a word of caution.
In 2000 I was searching for a Ural having owned one in the early/late seventies.
I was unable to import one legally because of Transport Canada Regulations.I was approached by a seller in Toronto about getting a Dnepr.
After much discussion I forked out almost $5,000 only to get taken to the cleaners.In my legal pursuits I find out this person had no right to sell theses bikes as they were in Canada for "Export Purpose" only.
I ended up losing my money and any hope of retrieving any as the individual moved out of Canada to the US.
I ended up buying an Enfield ,putting on two different sidecars ,and started a six year love/hate relationship which ended this year.
During that time I made some 200 purchases on E Bay to get parts as the bike was as unreliable as a bike could be.
I lost $400 US on a deal for an Enfield  frame found on E Bay, finding out that it was illegal to import a frame that was from a current manufacturer that was not on Canada's approved motorcycle manufactures list.
My frame was seized and I lost my money.
Recently (last May) I bought an incredible BMW R 100RS with a Motorvation Royalle sidecar.Not content with the bike as is I came upon an equally incredible new old stock Turbo charging kit .Complete and ready to install.The bidding went wild and I foolishly got caught up in the madness and won my auction in the last 7 seconds with the final price well over $2000.00.
Yeah kick me a good one I deserve it.
Anyways the item was shipped from Antonio Texas on Sept 19 via Fed Ex.On Sept 27 it was returned to the seller because it did not have the proper paper work.It was shipped again and Oct 02 held for clearance .It is still held.

Yesterday I got this from Fed Ex:

Well it isn't going to be delivered any time soon.Got a call from FedEx today from their Manitoba office telling me it is considered undeliverable for the following reasons:
Had it been a normal E Bay auction ending at under $1,600.00 it would have been considered:

Low Value Entries (LVS) for commodities valued at $1,599.99 CAD or less; these types of shipments are generally automatically released through Canada Customs, the presentation of the entry and accounting for the duty and tax are submitted later. In order to account for the shipments a minimum of documentation is usually required. A manifest could be sufficient as long as it fully describe the goods and values, however it is always best to send some sort of commercial invoice that fully describes the commodities in the shipment, their values and origin, so that the duties/taxes will be assessed correctly.
But because the auction was more than $1,600.00 then it is considered:

High Value Entries (HVS) for commodities valued at $1,600.00 or more; these types of shipments must be released through a more formal process, and this could result in delays. HVS shipments require the following documentation:
Manifest, Bill of Lading, Air Waybill or A8A (The carrier's notification document)
Canada Customs invoice form CI1 (CCI) or Commercial Invoice or Pro Forma Invoice that provide all data requirements as shown on the CCI;
Packing lists, if appropriate;
Any other documents necessary to determine merchandise admissibility, such as Import Permits, Export Permits, Form A, NAFTA, CIFTA, CCFTA certificate of origin forms.

Customs is saying now it is not all there:

They want to return it again.
.So have I lost $2,013 US?.Who now gets the kit? Before you ever look at anything coming across the border make absolutely sure you have your P's and Q's in order or you'll lose just like I did.Just think if I would have tried to buy an E Bay bike CJ750,Ural MZ,etc?
Just a warning Free trade with Canada does not exist.
