When you first put a neoprene vest on, it should fit snugly.  Often the tightest fit is at the waist.  Once the neoprene gets wet it will expand slightly.  Please note that measurements given in descriptions are usually chest sizes, so individuals who are larger around the waist might consider moving up a size.
