I have been giving this a try and NOW I can report :
SUCCESS!
When customers pay me through PayPal, I either Click to ship or Add a Tracking Number.
If I click to ship, in the memo I put a note.
If I click to add a Tracking number (I use this option when customers buy e-books)
Instead of a tracking number I put a note:
