E-mail accounts have spam filters and spam filters filter out all the junk e-mail that comes in, but it can also filter out some of the e-mail that comes in from eBay and PayPal. This means that you might not receive invoices or important e-mail from sellers or buyers. This is how you solve this problem. First shut off your filter for say a week, then if you receive e-mail in your bulk folder and it happens to be from eBay or PayPal then mark it as not spam and it will move to your inbox. This will train your spam filter to know what e-mail it should accept and send to your inbox. At the same time if you receive some junk e-mail in your inbox then you can mark it as spam and it will teach the filter not to send it there. In addition to deleting the message it will add the e-mail address to your blocked addresses list. You should do this when you know you will be receiving e-mail from a seller or buyer.
