I buy wholesale lots of italian charms for resale. 

 Recently after trial and error trying to display them individually, I discovered, it is best to connect them in long strands.

 I then lay them out on black fabric with a magnifying glass close by.  This way there is no danger of the small charms getting knocked off the table.

It may be a little more work to take off charms for customers, but this way I am in control and can make sure that no one is pocketing any charms.

They sell quite well and in my area I am known as the Charm Lady!
