In a perfect world, Sellers should leave feedback after a Buyer pays for the item they purchased.
Unfortunately, the mindset for many of the Sellers (especially the Power Sellers) here in eBay is to NOT leave feedback until they know the Buyer is "happy".
This kinda defeats the purpose of "feedback" if a Buyer must be "happy" and leave a "positive" feedback for a Seller, before the Buyer can get feedback.
Many Sellers have informed me that a transaction is not "over" until the Buyer is "happy".

That seems a bit strange to me, because if THAT is the case, then there must be MANY incomplete transactions here in eBay, where Buyers never ended up "happy". :-(
Luckily, eBay has come up with a GREAT solution. Sellers cannot give Buyers negative feedback any longer (after May 1st), at least I'm told.
This should give Buyers the freedom to post HONEST feedback without the previous fear of Retaliation Feedback.
And, a Seller, should be posting "positive" feedback for Buyers after they pay. But, I have heard rumors that many Sellers will REFUSE to leave "positive" feedback until or unless they get "positive" feedback from the Buyer.
Let's see what happens. And, remember Buyers - check the feedback of the Seller BEFORE you make any purchases!
If you see negative feedback TO the Seller, this could be a sign of problems.
AND, if you see that the Seller either leaves "negative" or no feedback at all, this could ALSO be a sign problems.
BE CAREFUL and be aware of the recent changes . . .
