Most of the time, if you have to be pre-approved, it is a SCAM.  They will try to ask for your real name and mailing address, then set up a fake email from ebay instructing you to send them money through Western Union.  If you are asked to pay by WESTERN UNION, it is a scam.  You should report it to FBI nearest you.
