Paypal Shipping Calculator Can Be Incorrect and eBay/Paypal will not offer refunds for incorrectly printed labels even when the mistake is on their part! I've always appreciated the convenience of the eBay->Paypal printed shipping label feature. But, recently, I've noticed I've had difficulty getting the calculator to generate the correct shipping amount. And, it always seems to overcharge rather than undercharge. At first, I just thought the postal costs had just gone up significantly. But, then, I started to have packages double checked at the post office and have found GROSS errors in the amount I've been charged. Most recently, I calculated a package to ship at 10lbs. The rate was so high, I generated the label for just 2lbs from 87105 to 65565 which came out to $18.93. When I had the package checked at the post office, the correct price was just $12.66 for 10lbs! I contacted customer support through the Paypal shipping label summary page and included all the original shipping information and offered to provide the USPS receipt. Evidently, that contact goes directly to eBay. I applied for a refund of $6.27 for the gross overcharge. They have chosen to wash their hands of the error by blaming the USPS calculator. I've noticed if I send the information through a couple of times, the calculated number changes. That tells me it is a problem with the way their website works (I"m on a Mac using Safari). They implied I may have done something wrong like entered the wrong mailing type. This just told me they did not review my receipt since it clearly states what I did enter (parcel post, delivery conf, 2lbs, etc).
So my warning to you is to confirm the Paypal shipping calculator price against the USPS calculated price. Obviously, it's not realistic to do it for every package, but I suggest testing it from time to time or for heavy packages. I'm disappointed eBay is choosing not only to ignore my observation of the bug, but are choosing not to take responsibility for the overcharge. I was hoping the new eBay would instill some more honest practices. There is absolutely NO EXCUSE for the to keep my money. They overcharged me and refuse to refund the difference. They would not tolerate that from one of their sellers. It's not about the $6.27. It's the fact that you rely on the eBay systems to be running correctly and charging appropriately. If they refuse to stand behind those systems, then you cannot trust any part of of their charging systems. I have never questioned my invoices (they don't make it very easy to), But, now I am tempted to look back and make sure they are billing me appropriately from month to month as well.
I hope eBay will consider looking at this bug more seriously and correct the problem as I imagine the overcharges could add up to big numbers if this bug is on a global scale and leaves them vulnerable to criticism, especially in a time when corporate greed is frowned upon more than ever.
Here is the generic form letter they sent me: Thank you for writing eBay in regard to the requesting for a refund of
$6.27 regarding the shipping charges.
Sean, I can understand your frustration as the shipping calculator was
not functioning well and has calculated the wrong shipping price for
your item. Please understand that all the rates provided by the shipping
calculator are received by UPS and USPS. Also, eBay works with Pitney
Bowes to validate the eBay Shipping Calculator calculations monthly.
eBay does try and be as accurate as possible. However, eBay cannot
guarantee the amounts given by the shipping calculator. We provide this
information only as a free service to our members. Furthermore, there
can be many various reasons for shipping rate to vary:
- Additional services, such as signature or delivery confirmation, may
cost extra and are not included in the shipping calculation.
- If the seller accidentally selects the incorrect weight or package
size, the calculated amount will be incorrect. So, it is necessary for
the sellers to enter the correct weight or package size.
Also, shipping costs are arranged between yourself and buyer, but here
is some information that might help you.

However, please note that it is not necessary to include the shipping
charges calculated by shipping calculator. Just check the shipping
charges by going to the website of concerned shipping services and then
you can always enter the shipping charges manually in your invoice.
You can also contact the Buyer through email, or if you prefer, you can
give the Buyer a phone call.
