On ebay, it's easy to find claimed "factory direct' sellers in foreign countries that are not PayPal Verified. These sellers (usually with low feedback) may be using the money sent thru PayPal from their sales to purchase mobile phones at foreign electronics shops, (hence, not factory direct.)
Remember, these unverified PayPal account holders are limited to withdrawing only $500.00 per month from their PayPal account. If they're new to eBay, they may not even know about this limit until once they've reached it. And, they will after about their third (3rd) sale of electronic devices.
When the amount of ebay auction sales total $500.00 or more in any one (1) month that are sent to an unverified seller thru PayPal, PayPal will generally place a 'hold' on the sellers account. When this happens, it may be weeks or even months before these type of sellers become verified, (if they can become verified from China, etc.) and only then are they allowed to withdraw (your money) from their PayPal account. If you happen to be the fourth (4th) or later customer of one of these unverified sellers, you'll probably get an email explaining the long shipping delay. That's why these sellers end up with so much negative feedback just before ebay removes them from their registered sellers list.
Please use common sense when making your purchasing decision to send money to any unverified seller (shipping from China, for example) who requires PayPal. Always check to be sure the seller is PayPal Verified. (Don't just look for the "PayPal Verified logo). Go to PayPal's website. And, be sure to look for the ebay 'ID Verify' logo by the seller's name at the top of the listing. Also, ebay advises NEVER to send funds by Western Union to pay for overseas electronics, etc. sold on ebay.
Further, it is a fact that "factory direct" agents require minimums of (usually 1000/pcs) or more for wholesale factory purchases. They could care less about single item sales on ebay. Anyone claiming to be a 'factory direct' agent on ebay with low feedback and an unverified PayPal account is a dead give-away.
