I had a very bad experience I want to share. I hope it helps someone out there, or maybe it will wake up PAY-PAL and E-Bay to a MAJOR FRAUD, and weakness to the system.
I won a playstation 2 system and BONUS games (116). I waited 2 weeks with no response from the seller. I finally filed a dispute with Pay-Pal and she mailed the package right out. I received it only to discover that I had bid hundreds of dollars on over 100 bootleg games (Disc ONLY). NOW, here is the problem...I filed the dispute for non-receipt. At this point I escalated it to a claim, thinking that I had A strong case,(since it is illegal to sell or give away bootleg material on E-Bay) and you'll never guess....I LOST, because all they wanted to know was whether I had received the item, because I originally filed it as NON-RECEIVED . I called PAY-PAL and they don't re-open a dispute or claim, once it is closed. I believe this person knew exactly what she was doing. She even lied when I e-mailed a question during bidding and she posted the answer at the bottom of auction, that all games were fully complete. With this system in place a seller could probably send you anything after you have filed for non-receipt. PAY-PAL only wants to know if you got it, not what it is. I could not go back and file another claim for NOT AS DISCRIBED.
I have since found out that you can file only ONCE for any transaction. So, BUYERS BEWARE!!!!when you file a Dispute or Claim with PAY-PAL. Make sure it is the right choice at the right time, there is NO GOING BACK!!!!!!
More important, choose you sellers with high feedback and years of good service. Don't buy it if you don't see a picture and if there is not some kind of refund policy. If it doesn't have these things. RUN!!!!!
