Pay Pal protection will help you if the seller doesn't ship, the seller must provide proof of shipment - insurance or delivery conformation or if picking up statement of item received. It also helps when the seller describes one item but ships something different and they refuse to make an exchange for the correct item - irregardless of what the excuse is.
The buyer protection program offers up to $1,000 of free coverage for buyers who pay with Pay Pal on qualified listings. Listings that make the program are those that have a seller with a feedback score of 98% postive or better and meet other transaction - related requirements. Those seller's that meet their guidelines have a shield that says they are covered by the program. You will find this located on the view item page.
Pay Pal will honor this if you paid through Pay Pal and it was an Ebay item that you bought or won. So if you bought something on Yahoo and paid with it by Pay Pal, they won't back you up. It must be an Ebay item only.
You can only communicate with the seller through the email address that is listed with Ebay. Why this should make a difference, I don't know. The item must be something you can touch. Services & intangible items are not covered.
You can only file one claim per Pay Pal Payment, so if you paid for multiple auctions, you can only claim one. Claims must be filed within 45 days of the Pay Pal payment.

Your financial information is kept by Pay Pal and you needn't worry about them letting the cat out of the bag and sharing this information with outside parties, exception would be through a subpoena with law inforcement. They keep you safe from fraud and hackers who may attempt to take over your account. You are protected from chargebacks, especially those unscrupulous buyers who claims the item was damaged and you can prove it wasn't. Or they never received it, but you can prove that they did.
