I recently got a letter from a book customer very politely asking me why I was asking for a dollar to add delivery confirmation to her Paypal shipment. Here was my response:
Dear (customer),
The $1 charge is for postal delivery confirmation. That is the ONLY proof of shipment that Paypal will accept. It is their rule, not mine. I have had many happy customers for many years just shipping straight Media Mail. But, apparently "the new thing" on ebay is to rip-off sellers by buying an item without USPS deliv confirmation, and paying with Paypal. Then, you just file a dispute with Paypal and say you didn't get your item. In the Paypal system when a dispute if filed against you the seller, you have two choices, and only two. You can refund the money for the item you just shipped, or you can give Paypal a deliv conf #. That's it. Two boxes: check one or the other. No number? The seller automatically loses. End of dispute.
So, dishonest people now know that they can pay for their item via Paypal, file a dispute, and get all their money back automatically, no questions, no hassles! And sellers? They get to pay all the postage, all the ebay fees (listing & sales) and the Paypal fees, and lose their item and the small profit on the item they just sold & shipped.
You tell me. As a seller, what would you do? Cancel all Paypal? You lose a huge piece of your business. Close up shop? Some sellers have done it. I could just raise my flat charge for all shipping, but people are already fed up with high shipping costs, and post office is just about to raise their prices again. I have been on the phone for hours with customer service from Paypal. I have asked for the name and address where I can contact the head of the company for ebay and Paypal. My gosh, you ought to read "the fury" that is out there from some of the ebay sellers! Some have been ripped off for big money. So far, my rip-off has been small but the problem is growing.
Paypal and ebay's response? Dead silence. Or, "Terribly sorry, nothing we can do."
Anyway, if you defer on the $1 for delivery confirmation, I completely understand. Just pay the invoice as is and I thank you very much for your book business. The problem is mine, but I wanted to give you the background for why I made the request.

My customer wrote back immediately saying that she would be sending me a personal check to pay for her items.
Paypal... are you listening? Sellers are being robbed. Do you care?
