This is a progress report on my other Bargainland  Review & Guide. I am writing this so others who become entagled in PayPals "Resolution Center " with Bargainland know what to expect. It also explains why the problems with Bargainland may be grossly understated.
When you escalate the claim to a dispute Bargainland informs PayPal that they will accept the return of the disputed product. However the innocent victim must pay all the shipping & handling costs. You must do this without knowing how much of the product price will be refunded. So in my case I was already out $56.62 and was expected to incur another $45.12 shipping costs to maybe get a refund of some portion of the product price of $11.50. Even if they refunded the entire product price, I would still be out over $90 - even though it was entirely Bargainland's mistake. Having already lost $56.62 to Bargainland ,why would I spend another $45.12 to get less than $11 in return? This is justice for the innocent victim of Bargainland's mistake? Worse PayPal is supporting Bargainland.
If I don't give a Tracking Number for the return within 3 days, the case is automaticaly closed and Bargainland keeps all my money and has a perfect record for this dishonorable transaction. Worse there is no way of warning other EBayers of this problem because if I give Bargainland negative feedback, they will give me a negative in retaliation. Gotcha! Even worse PayPal hasn't even replied to my email pleading to discuss this unfairness.
Hopefully someone who cares at PayPal or EBay will read this and fix this abuse of innocent EBayers.
Here is a further update as this scam unfolds:11/ 20/06
Bargainland's terms of sale on every EBay posting have a clause that covers "item significantly not as described" .It promises to refund the cost and all shipping for returning an incorrect item. They weasel  out of this by falsely claiming you have 'buyers remorse' and thereby stick you with a restocking fee and the return shipping cost. When you escalate your claim with PayPal, they too refuse to refund your return shipping cost and offer only to "persue" your claim -whatever that means. So you are out the return shipping and whatever else PayPal decides. So in my case I would get maybe half my money back !
When you protest , beg for common sense and justice you get boiler-plate replies to which you reply and get more boiler-plate. So you inform PayPal you will dispute the charge with your credit card company because they are not answering to your emails.PayPal retaliates by closing the claim citing your lack of information !
Interesting quote from an EBay spokesperson in Friday 17 Nov or Saturday's Wall Street Journal- you shouldn't deal with any company on EBay that has less than 99% feedback. Now they tell us!
I heard nothing from Square Trade after I filed my claim.
Since EBay and PayPal don't seem willing to clamp down on such petty fraud it is up to us as individuals to protect our EBay community and wallets. This is a very disappointing realisation for those of us who resonably rely on the written promises of  vendors on EBay.
All my other Ebay vendors except Bargainland(and one other who is now being prosecuted) have been honest. However ,if you are the victim of the fraud I have described neither EBay Security nor PayPal will help you.If they change their policy, I would like to be the first to acknowledge it and withdraw these factual comments. Meanwhile , I hope they serve to protect others in the EBay community.
Update Jan 18,2007
With great regret I disputed this charge via the FRAUD Dept. at my credit card company. They reversed the charge. Hopefully my experience will help those who have a legitimate problem with an EBay vendor. My conclusion is: don't waste your time with EBay Security and PayPal dispute resolution they just wear you down with inane responses.Go straight to the Fraud Dept of your credit card company. What a pity, Ebay/PayPal could have easily handled this.
