This guy's (Frank Sepulveda) scam is to request fast shipping then demand a lower price or he will do a credit card charge back if you don't refund over half the bid price. He then files a claim at paypal but sends private mails telling you to send so much back or he will go outside paypal with his credit card (AM) and cancel the whole payment now that he has the item. After this happen I looked back more closely at his past feedback and noticed he has done this type of stuff before. BEWARE of this Scammer!!! At this point he has the complete engine and has not paid for it I now have to take it up with the police as stolen property
