If you had every piece issued by Avon for this set, you would have 21 boxes.  Keep in mind that many people count by the piece.  An advertisement that says "full set of 21 pieces" is probably including the Holy Family as three pieces, rather than one box.  The pieces are listed below by issue date, name, description and 2006 selling price.  This price range is from several sources from Thanksgiving through end of January.  The prices will be the highest during this time.  They will drop in price in February.  I have been tracking this set for six years and there are pieces available on eBay every week of the year.

Two of the pieces are duplicates of the same pieces with different designs; so 19 boxes would be considered a complete set.  The original stable had a hood for the hanging angel.  Several complaints were received the hanging the angel made the stable too heavy; hence a crash and breakage of the angel and any pieces on which she fell.  The Stable was redesigned to be round, and called "Display Stand" and a new angel was made to stand, rather than hang.  Note:  If you have or plan to purchase "The Angel" (some refer to her as hanging angel) it is important to know you must have the proper piece on which to display her.  You will need "The Stable" and not "The Display Stand".  She has a hook on her back and must hang.
