412jackie, a4dableautos, carbuff-2008 sells junk cars

Junk Mazda 626 car sold to me by 412jackie.   412jackie has been removed from ebay, the user as of Oct 2008 has ebay id a4dableautos 

From my transaction and other buyers who contacted me, read the 7 steps below how I believe 412jackie does this.  412jackie has nearly perfect rating on ebay. The Feedback Loophole, i.e. retaliatory feedback and unpaid strike removal of Neg feedback, allows it.    
 
I have been emailing and talking to people all over the state that were scammed by these dishonest car sales people.   I have filed complaints with BBB, Ebay, Attorney General.  ,  Internet cime complaint Center.  
 
In a nutshell, this is how 412jackie uses a feedback loophole in continuing to sell junk cars to people
 
1 412jackie sells junked cars, but describes them as great, but has a claimer in legal contract not to hold them responsible for any description (this is deceptive if not illegal)
2 sell them as private listings so no disgruntled buyers can contact the new sacrificial buyers.  Ebay shold not allow this.
3 once a buyer wins the auction, tell him how to pay, remind him its a legal binding contract
4 any hesitation on the purchase, remind them of the terms, threaten to sue them.  Threaten them that they always win.
5 if buyer doesn't pay non-refundable $500, or the full price, give NEG feedback, intimidate more and demand the $500 non-rufundable fee
6 if buyer pays 500 non-refundable fee and not buy, keep it, refute all NEGS, use the contract disclaimer as reason to remove it, say all cars as-is, seller not reliable for description, do your own inspection
 
7 if buyer pays the full price, and buyer gives NEG feedback, 412jackie again uses the contract disclaimer, pays squaretrade or netneutrals like its their best friend, intimidate the buyer, harass, lie, and request the buyer or square trade to remove the NEG.  (ebay or square trade should not allow this, and in the future are supposed to not allow 412jackie's retaliatory neg feedbacks to occur)
 
412jackie almost never gets a feedback except in step 7.  And even there, she has paid squaretrade or netneutrals to remove them, used threats of law suits, or offers to mutually exclude any Neg feedback.  Seller also waits for positive feedback before they leave positive feedback.  The buyer fears a retaliatory feedback.  This flawed feedback system leaves seller with much higher perceived approval ratings.  Some buyers even leave neutral comments just to avoid a Neg.   The new ebay feedback system in May 2008 should prevent this. 
 
Ebay customer rep told me it does appear that 412jackie is abusing the feeback system.  She told me to report jackie to ebay, to usacops web site, to ebay, and to ic3 web site.   I also reported to bbb site (which they are already have a not acrredited rating) and to attorneygeneral web site.
 
Why do you think 412jackie has given 45 NEG in the past 3 months or so but has only received about 5 negs in about the same time window.   Go to Feedback left for others for 412jackie and you can see.   She rips several buyers weekly.   why do you think that is if she's offering such great cars?   She is beating the feeback system.
 
You now have to go down to April 2008 to see all the negatives abruptly kick in for Feedback left for others.   Ebay changed their feedback system so sellers are not allowed not to give negative retaliatory feedback.  This was a favorite practive by 412jackie.   Actually as of Oct 2008 when 412jackie was permanently suspended by ebay, thankfully all her negatives left for victim buyers were appropriately removed.
 
Note:  As of April 24th, 2008, 412jackie had all car listings removed.   At the moment, I am not sure of the details.  It could have been mandated by authorities.  I will report later.
 
Note: As of June 1st, 412jackie is back to selling cars.  I'm presuming that ebay gave her a one month suspension from selling.  She did then go on a buying spree of buying numerous items for $1.  I believe it was to pad her score.
 
Also, two other ebayers reported to me that they reported their transaction to their bank.  The bank actually was able to get back their $500 deposit.  These two people did not by when they went to 412jackie dealer and saw how bad the cars were.  412jackie of course would not return their deposit upon request so they requested their bank for the deposit.
 
The Attorney General is currently investigating ace-tech dealer.
 
Note:  As of Oct 31st, 2008, I found out that 412jackie was no longer selling cars on ebay, and she was being investigated by the PA Attorney General.  The Pittsburgh office of AG contacted me asking for my costs of repairs.   They were bringing in 412jackie and/or Ace-Tech for a formal meeting as they were investigating them.
 
412jackie is no longer a registered seller on ebay.  All her her negative strikes on buyers that were sold junk cars were removed.    Another ebayer wrote me last month that 412jackie was bidding on her own cars and that's how this person got 412jackie off ebay.   I cannot confirm this info.

I will be checking the PA license verification web site to see if Jackie's vehicle salesperson license has been suspended.  Last time I checked it was still valid.  
 
NOTE: As of Nov 25th 2008 I found out that 412jackie now appears to be selling cars as a4dableautos.  I've looked at their listings and it sure seems to be the exact same type of cars and descriptions.  Buyers beware.
 
As of Feb 4thth, 2009, I found out that 412jackie is now selling cars as carbuff-2008.   The listings are the same as before.  They changed their location to Bridgeville, but it's still Canonsburg.
 
As of Feb 12th, 2009, I found out that carbuff-2008 is now unregistered user.
