If you enjoy changing quarter designs, you may be happy for many more years. Legislation passed calling for a new 11-year series of circulating quarters starting in 2010.

The quarters are to be "emblematic of a national park or other national site in each State, the District of Columbia, and each territory of the United States."

With the popular 50 States Quarter® Program ending last year (2008) and the new six quarter D.C. and U.S. Territories Quarter Program beginning and ending this year (2009), the obverse or heads of the quarter-dollar coin was to revert to its original design of 1998. Now, an entire generation may go by before that happens.

Yet, new reverse quarter designs featuring national parks and sites would result in unique and potentially very attractive coins.

The bill, H.R. 6184, was introduced by Rep. Michael Castle [R-DE], Rep. Luis Gutierrez [D-IL], and Carolyn Maloney [D-NY] and is entitled America’s Beautiful National Parks Quarter Dollar Coin Act of 2008.
  • The bill was introduced to the house on June 4, 2008
  • The bill passed the House on July 9, 2008
  • The bill passed the Senate on December 10, 2008
  • President Bush signed the bill into law on December 23, 2008

Several key legislative statements would require:
  • The quarter dollars series to begin in 2010 and end in 2021
  • Reverse designs emblematic of 1 national site in each State, D.C. and U.S. Territory
  • Quarters issued in the order in which sites were first established as a national site
  • An issue rate of 5 new designs each year (1 Quarter in 2021)
  • The U.S. Mint would also have authorization to issue uncirculated, proof and silver versions of each quarter

The quarter series will last for 11 years (2010-2021), but an optional provision provides the Treasury Secretary the authority to extend the series for a second round of National Park Quarters. (2022-2033)

America's Beautiful National Parks Quarter Dollar Coin Act of 2008 - Requires quarter dollars, issued beginning in 2010, to have designs on the reverse emblematic of one national site in each state, the District of Columbia and territory of the United States.
Instructs the Secretary of the Treasury to select in each state a national park or other national site to be honored with a coin. Requires five coin designs in each year of the period of issuance.
Instructs the Secretary to strike and make available for sale silver bullion coins that are exact duplicates of such quarter dollars.
Authorizes the Director of the National Park Service to purchase for resale or distribution numismatic items issued under this Act.

The Act, signed into law as Public Law 110-456 on December 23, 2008, requires that within 270 days of enactment, the Secretary of the Treasury must select the national park or national site to be honored with a coin in each of the 56 host jurisdictions.

At least one representative had a different idea about who should grace the obverse of the new quarter series. Rep. Peter King of New York recommended that Theodore Roosevelt replace the image of George Washington. In his words, Teddy Roosevelt was “the first great champion of the country’s National Parks.”

The Citizens Coinage Advisory Committee (CCAC) was Considering replacing George Washington’s portrait on U.S. quarters with an image of Theodore Roosevelt.

Members of the (CCAC) unanimously recommended that Theodore Roosevelt replace George Washington portrait on the U.S. Quarter in their Jan. 27 meeting, according to Numismatic News.

Theodore Roosevelt had a passion and crusaded for conservation and national sites. Roosevelt set a aside a massive amount of land, adding 42 million acres of national forests and over 50 national wildlife refuges — more than all of his predecessors combined. In all, he set aside 194 million acres of land for national forests, national wildlife refuges, and special interest areas. Notably, Teddy Roosevelt is also the only one of the four Presidents honored on Mount Rushmore, who does not appear on a circulating US coin or bill.

Roosevelt’s image on commemorative park quarters makes more sense than any other president. Yet, replacing Washington who has been on quarters since 1932 is not an easy decision to make either.

The familiar "restored" 1932 John Flanagan portrait of George Washington will be featured on the obverse of the quarters.

The five United States Mint America the Beautiful Quarters to be released in 2010 will honor the following national sites:

Hot Springs National Park, Arkansas
Yellowstone National Park, Wyoming
Yosemite National Park, California
Grand Canyon National Park, Arizona
Mt. Hood National Forest, Oregon
