The post office charges 1.20-1.65, depending on the weight for 1st class mail of a dvd/cd/video game. Now if you are selling lots of these items, I suppose you have to buy some supplies. So maybe we add $0.50 for some tape, a sticker, and a mailer.
If you are a small seller such as myself, where you buy as much, or more than, you sell, I simply re-use bubble mailers of stuff I receive. And the packing tape? A marker? A few cents at most. I print out the address on a piece of paper from my printer, I suppose that's a few pennies. I then put 1.65 worth of stamps on the package and drop it in my mailbox, for the mail carrier to pick up. Cost for fuel and travel time? $0.00. The process takes about 5 minutes. Should I charge a dollar for my time? Come on!!! Get real, do you charge for your time if you have a garage sale?
At most, a "PowerSeller", should be selling his dvd's with S&H at $3-4.00. That's his cost, plus $ for his "time" and even some profit. Anyone charging more, is doing two things. One, they are trying to make some profit off of S&H, which to a small point, is a valid marketing strategy. Or they are trying to scam ebay, and not pay fees on the majority of their sale.
Bottom line, do not assume that low shipping and handling prices are scams or sellers charging unreasonable prices on the selling price side. It may just be an honest small seller, trying to charge a reasonable price for a small amount of shipping and handling.
